Led by Enfuse Action Collective (Enfuse), a technical assistance provider for the U.S. Department of Housing and Urban Development (HUD), this session provides an overview of Coordinated Entry (CE) requirements and strategies for ensuring survivors of domestic violence, dating violence, sexual assault, and stalking have meaningful and safe access to housing resources.

- Continuum of Care (CoC) responsibilities and CE requirements.
- The roles of victim service providers and community-based organizations in supporting survivors experiencing housing instability.
- HUD’s categories of homelessness, including the statutory updates to Category 4 for survivors.
- Integrated and parallel CE systems for survivors, including HUD requirements and implementation considerations.
- Best practices and emerging strategies to improve survivor access and housing outcomes.
Presenters:
Rebekah Moses is a principal at GBV Consulting with decades of experience in public policy, training, and technical assistance for state domestic and sexual violence coalitions, as well as national technical assistance providers serving federal and state agencies. She began her multidisciplinary career in direct advocacy for survivors of violence and has also worked in property management, legal services, and the performing arts. Rebekah brings cross-disciplinary expertise in gender-based violence, housing, privacy, confidentiality, and systems change.
Maria Williams Howard is the Gender-Based Violence Housing Specialist at Framework Strategies, where she partners with HUD programs, housing providers, and gender-based violence (GBV) organizations nationwide to strengthen survivor-centered housing systems and implement best practices. Maria specializes in developing housing strategies and trauma-informed, survivor-driven services for survivors of GBV. She provides training and technical assistance on coordinated entry, housing partnerships, and innovative emergency and long-term housing approaches. Maria led a statewide Housing First strategy and has extensive direct service experience with GBV organizations in Washington and Missouri.
