What CoC-Funded Programs, Victim Service Providers, and Community-Based Organizations Need to Know
Led by Enfuse Action Collective (Enfuse), a technical assistance provider for the U.S. Department of Housing and Urban Development (HUD), this session will provide an overview of the confidentiality and data protection requirements that apply to Continuums of Care (CoCs), CoC-funded projects, victim service providers, and community-based organizations serving survivors of domestic violence, dating violence, sexual assault, and stalking.

Participants will learn about:
- Data privacy and confidentiality requirements for Continuums of Care (CoCs) and CoC-funded programs.
- Survivor confidentiality protections under the Violence Against Women Act (VAWA), the Family Violence Prevention and Services Act (FVPSA), and the Victims of Crime Act (VOCA), including the limited circumstances in which disclosure is permitted.
- HUD requirements related to the Homeless Management Information System (HMIS) and comparable databases.
- Best practices for collecting, managing, and sharing survivor information in ways that protect privacy while meeting legal, regulatory, and program requirements.
Presenters:
Rebekah Moses is a principal at GBV Consulting with decades of experience in public policy, training, and technical assistance for state domestic and sexual violence coalitions, as well as national technical assistance providers serving federal and state agencies. She began her multidisciplinary career in direct advocacy for survivors of violence and has also worked in property management, legal services, and the performing arts. Rebekah brings cross-disciplinary expertise in gender-based violence, housing, privacy, confidentiality, and systems change.
Michelle Milliken is a nationally recognized expert in HMIS, comparable databases, and data compliance for survivor-serving organizations. She has extensive experience providing training and technical assistance to Continuums of Care (CoCs), victim service providers, and housing providers on implementing compliant data collection, information-sharing, and coordinated entry practices. Michelle has led the development of coordinated entry tools for prioritization, by-name lists, and housing matching, and has overseen comparable database implementations, including the Indiana Balance of State CoC and Georgia’s statewide comparable database. She also has deep expertise in product development, database compliance, end-user training, report customization, and helping communities implement survivor-centered data systems that meet federal requirements.
